format always displays the same time and date Nod

You need to provide an epoch time value, so try the following:

#format {time} {%T}
#FORMAT: $time IS NOW SET TO {1182788724}
#OK. VARIABLE {time} HAS BEEN SET TO {1182788724}.

#format {test} {%t %d} {{$time} {$time}}
#FORMAT: $test IS NOW SET TO {18:25 25-06-2007}
#OK. VARIABLE {test} HAS BEEN SET TO {18:25 25-06-2007}.


I'll fix the double spamming bug for the next release though Wink
